I clicked on the link in the documentation page but only 0.6 is there.
I really want to download 0.7 because its a lot simpler to set up.

I found it now by searching the site for "0.7"
But it should really be added to the download page. Grin

Daltonlaffs wasn't supposed to release it I don't think, that's why we didn't put it in the downloads page. Sypherce is or was working on a new DSLua that doesn't use PAlib, but I'm not sure if he's been working on it recently.
