Is their a program that can make .bmps into pal/map and stuff other than gfx2gba thing that is included in dslua?

Not that I know of...

The thing is, it was made for GBA graphics encoding, in order to convert the files into compatible gfx that will load onto the GBA without much work. I doubt that anyone else would use the EXACT same encoding.

Well a PC tool that make those files into that format would be more efficient and less time-consuming.

What do you mean "PC tool"? That's what gfx2gba is and it works great. You can use a .bat (batch) file to copy and paste the commands and convert all your graphics (I think I showed you the .bat file before on MSN)
