Hmmm...  What is your goal?  Most people wouldn't spend $100-$200 USD just to write Lua scripts.  If you just want to learn the Lua language itself, you could do it on a PC.  You can even try DSLua using an emulator, and PSP's LuaPlayer also has a Windows version.  So, you can try them out before spending too much money.  You just won't be able to get some functionalities like wifi.

I would suggest you get the game system that you want to play games on.  And do this home-brew stuff on the side.  Not intending on starting a platform-holy-war, I prefer DS right now. PSP doesn't have that many games that are too different from a PS2 version yet.  I already have a PS2, so I can find more games that I havn't played yet.  One thing to know about PSP home-brew is that if you buy a PSP from a store now, it is likely you will get firmware 2.6+.  Version 2.6+ are not very home-brew friendly (yet).

PSP Lua and DSLua both uses the Lua language as scripting engine.  But functions/API offered are quite different.  Learning Lua will probably get you started, and then you need to learn how to work with each different platform.

Enjoy,

I am looking for a platform which I can use lua properly. And I think you confirmed lua for ds is just as good as lua on psp, as far as you can do the same things. I do prefer DS games over psp since I have a ps2 and the games are similar. I am looking more for a  simpler game handheld. I am mainly going to be using it for writing homebrew stuff.

What do I need in order to flash the ds?

You might want to direct your questions to here.  Since you are probably getting a new DS, most likely you will need
- a Pass2 device wth a real game that it supports.  The new Max Media Launcher look nice, but it won't be out for a bit
- some sort of GBA flash cards to put your home-brew on

You don't have to flash yours, just have to have PassMe with you at all time.  I flashed mine for convenience.

You can try DSLua with just an emulator on Windows, see this nice tutorial.

Have fun!
